How to setup an "allowlist" workflow

A super useful workflow is to use an order/customer tag to allow an order to override the default return rules. For example, let's say a loyal customer wants to exchange their shirt for a size down, but they just missed the return window by 2 days, and you want to make an exception for them to allow them through the portal, even though they are technically outside the return window. Then, you could setup a workflow like this:
